Electronic Visit Verification, or EVV, is a requirement under the 21st Century Cures Act, a federal law passed in December of 2016. The law requires states to implement an electronic system to verify certain home and community-based services were delivered to continue receiving federal financial support toward the costs of those services.

EVV requires I/DD providers who deliver certain personal care and home health services to electronically report the following six items to ensure individuals are receiving the care they need:

  • Type of service provided
  • Individual receiving service
  • Date service provided
  • Location where service provided
  • DSP providing the service
  • Time service begins and ends

The following services are subject to EVV requirements:

  • Homemaker/Personal Care (HPC)
  • Participant-Directed HPC
  • Waiver Nursing
  • Nursing Consultation
  • Nursing Assessment
  • Residential Respite

The Ohio Department of Medicaid (ODM) is in the process of phasing in electronic claims validation requirements through seven distinct phases. The Phase 5 claims adjudication requirements include services billed to DODD, such as IO, Level 1, and Self Waiver programs.

Beginning October 1, 2025, DODD waiver service claims that require electronic verification must have a matching EVV visit record upon submission. Claims that do not match to an EVV record are being denied.
